nir/inline_uniforms: Pass max_num_bo and max_offset around as parameters
max_num_bo is currently limited to 1. That will change in the next commit. This is step 1 in an attempt to unify a bunch of nir_inline_uniforms.c and lvp_inline_uniforms.c code.
