octopus: Increase watchdog timeout period to 2100msfirmware-octopus-11297.B
Increase the watchdog period on NPCX based octopus boards to 2100ms. The
assumption is that the watchdog may be triggering on false positive
hangs. Increasing the watchdog has negligible impact on real hangs.
