maint: remove solar-time experiment
It occasionally causes confusion, e.g.,

* Makefile (SDATA): Remove. All uses removed.
* newctime.3 (NOTES): Remove reference to solar time.
* solar87, solar88, solar89: Remove.
* NEWS: Document this.
