Remove hack to work around circa-2006 zic issue
* europe (Europe/London, Europe/Gibraltar, Europe/Rome)
(Europe/Malta, Europe/Madrid): Omit trailing ‘0:00s’s inserted here:
https://mm.icann.org/pipermail/tz/2006-April/013498.html
as this change is no longer needed to work around zic issues.
However, use UT-based transition times for Europe/Rome and
Europe/Madrid, as this is more robust if we ever add subsecond
precision to the old STDOFF values.
