Move most remaining links to ‘backward’
This simplifies checking and postprocessing a bit. The sole remaining
link is GMT, as TZUpdater (incorrectly) relies on it being a link
instead of a zone. The GMT link is in 'backward' only when using
vanguard form.
* checklinks.awk: Simplify due to the link move.
This reverts almost all of the previous change to this file.
