lib/fuzzing: Use --fuzz-target-ldflags if specified
This makes integration with oss-fuzz possible. Only the fuzzer binaries should be
linked with libFuzzer, not things like asn1_compile, so this can not be done via
the global ADDITIONAL_LDFLAGS.
