core: Add UPnP BasicManagement service support
Add BasicManagement:2 service that contains a bunch of
tools (Ping, NSLookup and Traceroute to start with). Service is
useful for DLNA Diagnostics, and can be enabled on a
plugin-by-plugin basis.
See doc/README.BasicManagement for details.
