Final preparation for the 1.2 release.
- Added a Contributing.rdoc for contribution guidelines.
- Cleaned up the README.rdoc.
- Fixed the presentation of the GPL and Artistic licenses.
- Made all of the development dependencies explicit.
- Other minor items cleaned up.
