Remove all raptor v1 APIs with v2 replacements.

Remove RAPTOR_V2_EXPERIMENTAL - no longer experimental.

Remove RAPTOR_V1 - not needed.

Remove all blocks that were protected by RAPTOR_DISABLE_V1 including
structs, prototypes and V1 functions.
