headerscheck: enable exceptions for MSVC
MSVC's own headers trigger the C4530 warning just by being included.
C:\Program Files\Microsoft Visual Studio\2022\Professional\VC\Tools\MSVC\14.33.31629\include\chrono(2206):
error C2220: the following warning is treated as an error
warning C4530: C++ exception handler used, but unwind semantics are not enabled. Specify /EHsc
