tests: Mark unstable tests as insignificant on Windows
Marked the following tests insignificant due to failures, these need
to be fixed later and then re-enabled:
tst_qdeclarativeerror
tst_lupdate
tst_qfile
tst_qlibrary
tst_qtcpserver
tst_qxmlquery
