Using RunFast mode for RVCT
Now when we detect, by looking into ARMFPU, that either vfpv2 or
softvfp+vfpv2 option is used, we will force using "-fpmode = fast"
switch as well.
This should give not just some performance improvement, but improve
execution stability when vfpv2 used.
