More updates than a stick could be shook at:
- added Trove metadata to the database, including registration of it,
verification and dumping
- reorganised database schema to cope with trove
- added "latest stable" release
- handle multiline descriptions in PKG-INFO uploads (yay for the email package)
- switched from X-Pypi-* headers to HTTP response codes
- clarified a buncha stuff in the PEP, revised the TODO list in there
- made the journal list use the correct style
- other various bugfixes
