Previous versions of jsonschema (<3.2.0) doesn't support python 3.8 [1].
Python 3.8 is part of the victoria supported runtimes [2] so we now force
to use jsonschema version 3.2.0 to avoid issues, remove ambiguity and ensure
that everything works with python 3 in general.
This patch also advances tempest to 25.0.0 and oslo.concurrency to 3.26.0
for proper python3 support.

Increase the hacking version in test-requirements to match the
version used in the `designate` project.
This change fixes a few errors that the more recent `pyflakes` flags.

Switch to openstackdocstheme 2.2.0 and reno 3.1.0 versions. Using
these versions will allow especially:
* Linking from HTML to PDF document
* Allow parallel building of documents
* Fix some rendering problems
Update Sphinx version as well.
openstackdocstheme renames some variables, so follow the renames
before the next release removes them. A couple of variables are also
not needed anymore, remove them.
Change pygments_style to 'native' since old theme version always used
'native' and the theme now respects the setting and using 'sphinx' can
lead to some strange rendering.

Now that we are py36 or later, we can use the standard library
unittest.mock module instead of the third party mock lib.

the Queens release, and was deperecated long before that.

According to Openstack summit session [1],
stestr is maintained project to which all Openstack projects should migrate.
Let's switch to stestr as other projects have already moved to it.

The py27 and py35 jobs fail because the subunit-trace command is not
found. The command is utilized in tools/pretty_tox.sh. But os-testr
is not included in test-requirements.txt. So add it to fix the gate
job failures.

tempest-lib has been deprecated since a year. All
the interfaces available in tempest-lib are now available
in tempest/lib.
This patch make use of tempest/lib instead of tempest-lib.
Also add tempest in test-requirements.txt

osc-lib is a package of common support modules for writing
OSC plugins. All common functions, classes such as exceptions,
utils, logs and so on have been moved from openstackclient to
osc-lib.
So use osc-lib instead of openstackclient.

According to OSC docs, python-openstackclient must be added to
test-requirements.txt if the plugin can also be used as a library,
or requirements.txt if the plugin requires the OSC to be installed.
The OSC version used is taken from global-requirements.
