Use a build-aux subdirectory for autotools helper scripts.
This may require to run "autoreconf -vfi" once to populate the
build-aux subdirectory.
* configure.ac (AC_CONFIG_AUX_DIR): Add command.
* .gitignore: Update to take into account the new file locations.
* README.dev: Add a hint to run "autoreconf -vfi" before a release,
to get the latest config.guess and so on.
