libbpf: Rename btf_{hash,equal}_int to btf_{hash,equal}_int_tag
This patch renames functions btf_{hash,equal}_int() to btf_{hash,equal}_int_tag() so they can be reused for BTF_KIND_TAG support. There is no functionality change for this patch.
