Fix apibuild for a recently added constructv2.9.4-rc2

commit c71f9305a99b6aa03cb08fab31106c9c56f1be4f added __XML_EXTERNC
cpp construct which not understood by apibuild, leading to make dist
failures, ask to ignore that construct.
