build: Separate git operations from build operations.
* gitsub.sh: New file, from gnulib.
* .gitmodules: New file.
* autogen.sh: Remove all git operations. Look at GNULIB_SRCDIR
environment variable. Ignore the GNULIB_TOOL environment variable.
* HACKING: Explain when to use gitsub.sh.
