APU_DSO_BUILD can never be publicly defined.
Win32 and Netware were seeking the same effective result,
grant them this with APU_DSO_MODULE_BUILD (a -D to ensure
that at loadable-module-build-time, no #defines conflict.)
Note ldap/ does not need this, it's strategy is a little
different (explicit #define's up-front) while the name
change of these defines leaves us lots of room to further
build DBM and SSL providers using the same strategy.
