Applied gtk-egger-981010-[12]

* gtk/gtkintl.h: New file - defines for localization.
* gtk/gtkfilesel.c gtk/gtkinputdialog.c: Mark strings
for internationalization.
* gtk/gtkmain.c: call bindtextdomain
* po/ - directory for translations. Initially includes
German translation.
