build: run gnulib's tests, too
* Makefile.am (SUBDIRS): Add gnulib-tests.
* gnulib-tests/Makefile.am: New file.
* bootstrap.conf (bootstrap_epilogue): New function, from coreutils.
(gnulib_tool_option_extras): Define.
* configure.ac: Add gnulib-tests/Makefile.
