maint: enable immutable_NEWS check
* NEWS: Move copyright to the bottom.
Use the format required by release-related tools.
* .prev-version: New file.
* cfg.mk (old_NEWS_hash): Define.
(local-checks-to-skip): Enable check: sc_immutable_NEWS.
