Allow specificity for GKE Cluster Locationqa-autodevops-rotate-gcp-zones
Use GCLOUD_REGION over GCLOUD_ZONE.
Using REGION over ZONE provides more of a
guarantee of cluster size, and dist-
ributes between a region's zones
