Update Vue Documentation to Use Plugin/Mixinimplement-feature-flags-plugin
This updates our documentation to ensure people are aware of the now
existing `GlFeatureFlagsPlugin` and `glFeatureFlagsMixin` to easily
provide and inject the feature flags object into a child component.
