compiler: Make EPP respect +deterministic
Makes the EPP module use basenames rather than absolute paths for all
-file attributes / ?FILE macros when +deterministic is set. Previously,
EPP did not respect +deterministic in all scenarios, so build output
could still contain absolute paths.
