Don't require a shell when loading htmlfontify
* lisp/htmlfontify.el (hfy-which-etags): Don't call a shell for
detecting the etags version (Bug#25468).
* test/lisp/htmlfontify-tests.el (htmlfontify-bug25468): Add unit
test.
