Some inmprovements in emba CI files

* test/infra/Dockerfile.emba: Remove superfluous "make -j4".

* test/infra/gitlab-ci.yml (.test-template): Add 'allow_failure' clause.
(test-all-inotify): Add 'needs' clause.
