On Windows, the ``SIGINT`` event, ``_PyOS_SigintEvent()``, is now created
even if Python is configured to not install signal handlers (if
:c:member:`PyConfig.install_signal_handlers` equals to 0, or
``Py_InitializeEx(0)``).
