This patch adds a bunch of more warnings that are already enabled in
coreboot and thus already enabled for firmware builds anyway (because
coreboot just passes its CFLAGS through). Enabling it in the vboot
Makefile means they also apply to host utilities and tests, which sounds
desirable for consistency.
Fix enough of the cruft and bad coding practices that accumulated over
the years of not having warnings enabled to get it to build again (this
includes making functions static, removing dead code, cleaning up
prototypes, etc.).
Also remove -fno-strict-aliasing from the x86 firmware build options,
because it's not clear why it's there (coreboot isn't doing this, so
presumably it's not needed).

vb2_public_key_read_keyb cannot be used for VB2.1 public keys
(especially not for 2048 exponent 3 or F4, as their size is the
same so the algorithm cannot be guess).
Instead, do what futility/rwsig does and derive the public key from
the private RSA key.

The old vboot1 cryptolib hard-coded many of its padding arrays in a
padding.c file. Use the equivalent vboot2 apis instead.
This change is almost exclusively on the host and test side; the only
firmware impact is on a single line of debug output.

Futility needs to link against both vboot1/vboot2.0 and vboot2.1
functions. This was easy in the past because it did (vboot1 +
vboot2.1) and there's no overlap.
In replacing vboot1 function calls and structs with vboot2.0, now there
are symbol collisions between vboot2.0 and vboot2.1. For example, both
of them use a struct called vb2_signature, but the structs are defined
differently. Functions which operate on those structs also overload.
Rename the vb2.1 structs to start with vb21_ instead of vb2_. Do the
same for vb2.1 functions which operate on vb2.1 data.

We were assuming 8-byte alignment for buffers. That's not true on
32-bit architectures. We should make the alignment requirements
explicit (and correct) for all architectures.

Now that lib20 and lib21 are distinct, they can have overlapping
struct names. This will be cleaner in the long run, since vboot 2.0
(lib20) is just a temporary stepping stone to vboot 2.1 (lib21). It
would be a shame to need to carry around the overhead of that extra
digit forever.
No functional changes, just a lot of renaming.

Code which compiles against fwlib2 no longer knows or cares about the
new data structures. This should shrink fwlib2 a bit. This is part 3
of 4 changes which split vboot 2.0 struct handling (old vboot1
structs) from vboot 2.1 struct handling (new style structs).
No functional changes; just shuffling around code.
