Driver: BD99955: Enable BC1.2 support
BUG=none
BRANCH=none
TEST=Manually tested on Amenia.
Connected Zinger, Type-C, DCP & CDP chargers. Device can negotiate
to desired current & voltage and the battery can charge.
USB2.0 sync device is detected by Kernel.
