cr50: add command for forcing servo disconnect
Early proto boards may not have the servo detection setup correctly. This change adds a method to work around this issue, so people can use the consoles even if cr50 thinks servo is connected. BUG=b:119690767 BRANCH=cr50 TEST=Use 'ccdblock ignore_servo enable' on cheza EVT verify ec uart becomes read write. Make sure uart becomes read only after 'ccdblock ignore_servo disable'.
