volteer: Enabling sourcing of 4.5A on type-C ports
To support USB4, source a total of 4.5A on the type-C ports. This ensures that if the first device requests 3A (15W), the chromebook continues to source 3A even after a second device is connected. BUG=none BRANCH=firmware-volteer-13521.B-master TEST=make buildall TEST=connect device that sinks 15W (5V, 3A), connect a second device and verify PD contract remains at 15W on the first device.
