fizz: restore building the ecst tool
The patch which dropped building tools from the util directory (https://crrev.com/c/1986943) proved to be a bit too aggressive, and broke building of BOARD=fizz. This patch reintroduces building of the missing tool BRANCH=cr50, cr50-mp BUG=none TEST='make buildall -j' succeeds.
