mb/starlabs/starbook/tgl: Update EC from 1.00 to 1.03
1.03 contains the following changes:
* Fixed issue where keyboard backlight wouldn't turn off when
entering S3 or turning off
* Update Normal and Quiet fan curves to delay start until 65
degrees. Performance mode is unchanged.
* Added support to select maximum charge percentage
