gnulib: move timevar to it
* lib/timevar.c, lib/timevar.h, m4/timevar.m4: Remove.
* gnulib: Update.
* configure.ac: Adjust.
* lib/timevar.def: Use lower case for the timevvars.
Adjust dependencies.
