Arm: Skip Thumb2 PLT tests on NaCL.
NaCL does not support dynamic linking and so these tests should be
skipped under it.

* testsuite/ld-arm/arm-elf.exp (thumb-plt, thumb-plt-got): Skip for NaCL.
