Use $DJDIR rather than $DJGPP to detect running on DJGPP.
* automake.in (Language): Use $ENV{'DJDIR'} for the
$ENV{'SHELL'} override.
* bootstrap: Use $DJDIR for setting BOOTSTRAP_SHELL, to fix
bootstrapping under MinGW when $DJGPP has been set.
