doc: tweak old NEWS about ACLOCAL_AMFLAGS.
* NEWS: any ACLOCAL_AMFLAGS deprecation will be in a major release (the hypothetical 2.0), not sooner. * NEWS-2.0: developers who don't wish to be maintainers are also welcome and needed.
