Add missing build-depend and message about build-depends.baserock/danielsilverstone/missing-bdep
The gcc chunk was missing one more implicit build dependency
(namely that of linux-api-headers).
In addition, there was a request for a clarifying comment about
the explicit nature of the build-depends entries in this stratum
so here's a note about that.
