Horizon: Rework how we intall itbaserock/pedroalvarez/os-kilo-horizon3
openstack_dashboard is being installed now in /var/lib/horizon With this we avoid: - Horizon trying to write in /usr/lib/python2.7/site-packages/static - Maintain a copy of local_settings.py - Create /varlib/horizon/openstack_dashboard to only put a link for django.wsgi
