Problem: Vim9: no check for space before #comment.
Solution: Add space checks. Fix :throw with double quoted string.

Solution: Rename to "complp". (suggestion by Ken Takata)

Problem: Support for user commands is spread out. No good reason to make
user commands optional.
Solution: Move user command support to usercmd.c. Always enable the
user_commands feature.
