patch 8.2.1793: not consistently giving the "is a directory" warningv8.2.1793

Problem:    Not consistently giving the "is a directory" warning.
Solution:   Adjust check for illegal file name and directory. (Yasuhiro
            Matsumoto, closes #7067)
