patch 8.1.1275: cannot navigate to errors before/after the cursorv8.1.1275

Problem:    Cannot navigate to errors before/after the cursor.
Solution:   Add the :cbefore and :cafter commands. (Yegappan Lakshmanan,
            closes #4340)
