patch 8.0.0902: cannot specify directory or environment for a jobv8.0.0902

Problem:    Cannot specify directory or environment for a job.
Solution:   Add the "cwd" and "env" arguments to job options. (Yasuhiro
            Matsumoto, closes #1160)
