patch 8.2.4392: MS-Windows with VIMDLL: Escaping CSI is wrongv8.2.4392
Problem: MS-Windows with VIMDLL: Escaping CSI is wrong.
Solution: Put back #ifdef. (Ken Takata, closes #9769)
