maint: enable sc_makefile_at_at_check syntax check
* cfg.mk (local-checks-to-skip): Remove its exemption.
* testsuite/Makefile.am (LDADD, TESTS_ENVIRONMENT): Use $(...)
rather than obsolescent @...@ notation.
