Sort out the LICENSE files
This is the final step required to make qtqa/tst_license pass for
qtquickcontrols with the new license. Notice that qtqa/tst_license
uses header.XXX files from qtbase => it's not a good idea to have
outdated copies elsewhere because it will make tst_license fail.
