[core][Android][Darwin] LayerManager creates RenderLayer instances
`LayerManager` is now responsible for `RenderLayer` instances creation, so that there is a single entry point for creating of objects, which correspond to a certain layer type. The `LayerType type` field is dropped from `Layer::Impl`.
