Expose more gestures settings (#11407)
* [android] enable/disable velocity animations
* [android] exposed a method to cancel ongoing velocity animations
* [android] removed unused methods and constants
* [android] fixed gestures manager initialization
* [android] enable/disable increasing gesture thresholds
* [android] saving/restoring new gestures options
