Slash more heads off the BuildGraph hydra.

This moves almost all state out of the class into more suitable places.
The functionality left is:
    a) An engine wrapper that can be turned into a new dedicated class
pretty much as-is.
    b) Static helper functions that do not naturally fit elsewhere.
